Display of the DoW-approved use notification before granting access to the network device ensures privacy and security notification verbiage used is consistent with applicable federal laws, Executive Orders, directives, policies, regulations, standards, and guidance. Determine if the Nokia router is configured to present a DOD-approved banner that is formatted in accordance with DTM-08-060. Entering the username, viewing the banner, and then entering the password is considered an explicit action of acknowledgement. Use the verbiage below for operating systems that have severe limitations on the number of characters that can be displayed in the banner: "I've read & consent to terms in IS user agreem't." If the Nokia router is not configured to display the Standard Mandatory DOD Notice and Consent Banner before granting access to the device, this is a finding. If the Nokia router does not retain the banner on the screen until the administrator acknowledges the usage conditions and takes explicit action of entering the username and password to log on for further access, this is a finding.
Configure the Nokia router to display the Standard Mandatory DOD Notice and Consent Banner before granting access, as shown in the example below: - exit all - configure system login-control pre-login-message "I've read & consent to terms in IS user agreem't."
